Related Blocks begins the process of qualifying as a general contractor in Florida

CORAL GABLES, Florida — September 9, 2026 — Related Blocks, Inc. (OTC: RBLK) today announced that it has commenced the process of qualifying the Company as a licensed general contractor in the State of Florida.

The application is pending with the Florida Department of Business and Professional Regulation. The Company is awaiting the Department's update of its records and the issuance of a contractor licence number. The Company can give no assurance as to whether or when the licence will be issued; that determination rests with the Department rather than with the Company.

Related Blocks has project management and estimating personnel in place and is preparing to pursue competitively procured public work in Miami-Dade County and Broward County. Licensing, together with bonding capacity and agency prequalification, is a precondition to bidding public contracts in Florida, and the Company does not intend to submit bids before those requirements are satisfied.

The Company intends to report further developments as they occur.

Public work is won through competitive procurement, performed under public contract terms, and paid against documented progress rather than invoice. It is slower to enter than private construction and considerably harder to leave.

Competitively procured work for public agencies — aviation, seaport, municipal and county departments — bid, bonded and performed under public contract terms.

Infrastructure and public works

Structural repair and restoration, site and utility scopes, and rehabilitation of public assets already in service.

Development

Selective development and real estate opportunities where construction capability is the advantage rather than an outsourced cost.

Why this sector. Public infrastructure spending runs on multi-year appropriations rather than the private credit cycle. Agencies are legally obliged to maintain the assets they own, the work is physically located where it is, and it does not offshore. The barriers to entry — licensing, bonding, prequalification and past-performance history — are high, and they protect the companies already inside as much as they exclude newcomers.

Once licensed, the Company acts as the contracting party of record; specialty trade scopes — electrical, mechanical, plumbing and other licensed disciplines — are subcontracted to licensed firms and coordinated by the Company.

That is the standard structure for a general contractor on public work. The agency contracts with one accountable party. The contractor carries the contract, the bond, the schedule and the payment process, and manages the trades performing under it.

Once licensed, the general contractor of record — party to the contract, the performance and payment bonds, and the agency relationship.

Trade scopes procured and coordinated under one contract, with flow-down terms, insurance and lien releases administered by the company.

Agencies do not pay against an invoice. They pay against a schedule of values, a certified pay application, lien releases and an accepted baseline schedule — reviewed by an inspector, an engineer and a project manager before any money moves.

What that discipline buys

A contractor who structures a schedule of values properly is paid for mobilisation and materials when they are incurred rather than months later. One who submits a defensible baseline schedule has a position when a delay is argued. One who serves notice inside the contractual window keeps a claim alive.

None of that is visible from outside the business, and all of it decides whether a correctly built job makes money.
